Overview

A Vision for Transformation
Our 2025-2027 Action Plan lays the foundation for transformative impact, focusing on empowering women entrepreneurs and youth in Southern Haiti. Through targeted initiatives in business development, workforce training, and community building, we aim to improve the livelihoods of 4000 families and businesses. This plan integrates baseline data collection, programmatic interventions, and the creation of actionable knowledge products to ensure sustainable development.
Key Initiative

Driving Impact Through Innovation

Baseline Census (First to Launch)
Objective: Assess challenges faced by women entrepreneurs in rural, semi-urban, and urban areas of Southern Haiti’s three communes—Aquin, Torbeck, and Cayes.
Scope
Census pilot to cover at least 18,000-30,000 households (part of 369,864 total households in South Department).
Goal
Collect actionable data to guide interventions and establish metrics to measure impact.
Key Initiative

Business Development Skills

Objective:
Equip women and youth entrepreneurs with skills to enhance business growth and sustainability.

Program Components:

Target Audience:
260 entrepreneurs (aged 25-60)
Expected Outcomes:
  • 20% increase in annual revenue or income.
  • 80% business survival rate
Details:
Comprehensive business and skills development support.Income/revenue tracking informed by baseline census results.
Key Initiative

Workforce Development

Objective:
Create job pathways and upskill participants through financial literacy, leadership, and management training.

Program Components:

Community Investigator Agent:
  • 25 local youth professionals trained and certified (ADF Investigators).
  • Implement standardized protocols for data collection in baseline studies.
Solar Technician Training:
  • 80 youth trained in solar installation and maintenance.
  • 80% job placement through partnerships with HFSA and AMCHAM.
Agricultural Enterprise Development:
  • 80 women trained and supported with inputs, equipment, and improved food access.
  • Metrics to be established via baseline census.
Key Initiative

Community Development

Objective:
Strengthen women-led community structures through leadership and resource management training.

Program Components:

Ambassador and Trust Agent Program:
  • 80 women leaders of local organizations trained in leadership, financial literacy, and resource management.
  • Framework adapted from a "out of poverty" model.
  • Oversight of 20 women-led local cooperatives representing 828 members.
Baseline Census Impact:
  • Key metrics established for cooperative improvement and community progress.

Knowledge Products:
Informing Change Through Data
Objective: Generate tools and insights to drive data-informed decision-making.

Deliverables:

Baseline Census Report:
  • Comprehensive analysis of data from 18,000-30,000 households.
Women’s Economic Participation Report:
  • Searchable database of women-led businesses.
  • Foundation for scaling interventions across the remaining 15 communes.
